- The “Barnard Principle” says, as of 2014, that a job applicant can be refused if their race-gender pair is already “over-represented”.
But how often has this happened in the public sector? Legally, all of the data to calculate this “must” be published for every business unit in every organ of state by every minister in cabinet annually. But Parliament’s Clerk of Papers confirmed this has never happened, not even once.

- BEE Premiums. Treasury says it is still paying BEE “preference premiums” out of the public purse, with an official “cap” at 25% per contract. Total procurement is around R1.2 trillion. How much are BEE premiums? Treasury refuses to say.
